CONSTITUTIONAL OFFICERS
Governor
Enacts state laws, manages agencies, and holds supreme executive power
Lieutenant Governor – first in line for governor, acts on behalf of the governor, and takes on duties assigned by law or the governor
Attorney General – chief legal officer, protects public interest, provides legal representation for the state/agencies, and enforces consumer protections
Secretary of State – maintains state records, issues driver’s licenses, and registers vehicles/corporations
Comptroller – Chief fiscal officer, manages state financial accounts, oversees money in/out, and orders payments

Chief Legal Counsel – chief legal advisor to the governor and the administration
Chief of Staff – The principal advisor to the governor, manages schedule, coordinates between state departments, and overseas the flow of information to the executive

Deputy Governor for Education and Workforce – lead for education p-20 agenda, which coordinates policy from early childhood through post secondary education, cradle-to-career spectrum, overseas the illinois state board of education, higher education boards, and the student assistance commission
Deputy Governor for Program Planning – roles and responsibilities include strategic planning and oversight of public safety and infrastructure, health and human services, budget and economy, and education
Deputy Governor for Public Safety – manages over 10 state agencies focused on physical infrastructure and public safety
Deputy Governor for health and human services – overseas 12 cabinet agencies and commissions, including the department of human services, public health, and aging
Deputy Governor for budget and economy – primary point of contact for the state’s fiscal health and economic growth strategies
director of the governor’s office of management and Budget – overseas the development of the governor’s annual state budget and advises on revenue availability
Director of Communications – Manages messaging and media strategy

Pesticides
SB3200 – Introduced 2/2/2026
Amends the Illinois Pesticide Act.
Provides that, beginning July 1, 2027,
a pesticide containing a neonicotinoid may not be used on an ornamental plant, except in accordance with specified restrictions.
Specifies that “restricted use pesticide” includes any pesticide that contains a neonicotinoid unless applied by a licensed applicator or certified technician working in structural pest control.
Defines “neonicotinoid”, “ornamental plant”, and “zoophilous species”. Grants rulemaking powers to the Department of Agriculture, the Department of Public Health, and the Environmental Protection Agency. Effective immediately.
